A personal number can be assigned to a person legitimately residing in Abkhazia or the Tskhinvali region/South Ossetia. To obtain a personal number a person must undergo registration. If a personal number is assigned, the interested person will become eligible to receive a grant/funding.
Note: A person residing in Abkhazia or the Tskhinvali region / South Ossetia and holding an ID card of a Georgian citizen, or a passport, or a neutral ID card or a neutral travel document does not need to obtain a personal number in order to receive a grant.
Persons who had lived in Abkhazia or the Tskhinvali region / South Ossetia before December 31, 1992, as well as their descendants, are considered legitimate residents.
A person interested in obtaining a personal number can contact a territorial office of the LEPL - Public Service Development Agency, the LEPL - Public Service Hall or a community centre. Applications may also be submitted via an international organization operating in Georgia.
To register in order to obtain a personal number without leaving your home, you need to fill out an electronic application on the website of the LEPL - Public Service Development Agency, contact an employee of the remote services office, and via direct online communication express your desire to register.

An interested person is granted the status of a special enterprise by the LEPL - Revenue Service, however, before obtaining the status of a special enterprise, they should have a permit for conducting economic activity in Abkhazia or Tskhinvali region / South Ossetia, which is also issued by the Revenue Service.
A special consent to conduct economic activity in Abkhazia or Tskhinvali region / South Ossetia is issued by the LEPL Revenue Service based on the application by an interested person. The application is submitted to the Revenue Service in tangible or electronic form.

In order to acquire the status of a special enterprise after obtaining a special consent to conduct economic activity, the interested person shall again apply to the Revenue Service (in writing or electronically).

If the status of a special enterprise is granted, the person will be entitled to benefits provided by the tax legislation of Georgia.
